Abstract

In 1994, Congress enacted the Hazardous Materials Transportation Authorization Act (HMTAA) to provide protection against the risks to life and property during the transportation of hazardous materials. HMTAA broadened the regulatory and enforcement authority of the Secretary of Transportation.
