Abstract

The spatial segregation of racial and ethnic groups in U.S. cities has been identified as a major social problem (Massey and Denton 1993). While the issue of segregation received academic attention during the first third of the 20th century (Park and Burgess 1925), it was not until the urban riots of the 1960s and the report of the Kerner Commission (National Advisory Commission 1968) that segregation was thrust into the national policy debate.
